About the Role
Our Councils are highly ambitious and want to see significant improvement for the wellbeing of our residents and communities. The creation of the Policy, Performance, Insight, Risk and Improvement Team is central to driving our improvement journey.
A new Outcomes Framework provides the golden thread between our strategy and business planning arrangements. It links the Corporate Plan, the six strategic priorities, the service plans and personal plans. It drives our new performance management approach, embedding a more comprehensive culture of performance challenge and improvement aligned with finance and risk reporting.
We want you to lead on performance improvement, including:
- Establish policy and procedures on data quality.
- Establish a data assets register linked to the outcomes and performance framework.
- Development of external benchmarking against the outcomes and performance framework.
- Help to develop, design and implement the corporate balanced scorecard for the Senior Leadership Team and Cabinets.
- Support corporate performance reporting.
- Help to develop and maintain the councils key performance indicators.
We are looking for someone who is passionate and is driven by performance improvement.
You are likely to be educated to degree level in a business or performance related discipline (or have gained equivalent knowledge through professional experience), with relevant work experience in performance improvement.
You will have gained experience of performance benchmarking and working with senior managers to identify business requirements for automated business intelligence reporting.
You will demonstrate experience of developing data quality policy, standards and procedures as well as development of data asset registers.
Proven knowledge of the regulatory framework around people data and data protection in handling, storage and reporting is essential as well as knowledge of building reports using Power BI.
