An exciting opportunity has arisen to join the Suffolk County Council (SCC) 0-19 Health and Children's Centre Service as a Young Parent Practitioner working from Ipswich.

This post is designed to support the 0-19 Health and Children's Centre services to offer a package of support to young parents and their children as part of the Young Parents Pathway.

Your responsibilities

  • supporting parents to develop a strong bond with their child and remain positive role models as their children grow, understanding their role as their child’s educator
  • delivering a package of support to first time parents under the age of 20 years and will include delivery and evaluation of the new Young Parents Pathway, offering a structured home visiting programme focusing on the needs of those families, undertaking developmental assessments, and mandated joint visits with the allocated health visitor
  • working autonomously without direct daily supervision delivering an enhanced programme of support and care to young parents
  • receive monthly group clinical supervision from the FNP team and be directly responsible to the locality Health and Children Centre Service team
  • be required to have case by case supervision with the young parent’s allocated Health visitor to update them using Suffolk signs of safety and wellbeing framework
  • plan and deliver an evidence based universal and targeted service to children and families as outlined in the Health and Children’s Centre Standard Operating Procedures (SOP) and in accordance with governance frameworks.

You will need

  • to be willing to undertake further professional training to support your already effective communication to further manage challenging situations and provide appropriate advice and facilitation of different topics
  • proven knowledge of a range of early intervention, children’s development, attachment, play and learning as well as knowledge of the social and emotional factors that can affect all the above
  • suitable practitioner level qualification at Level 3 in Early Years or equivalent experience in relevant area of work
  • evidence of continuing professional development
  • experience of using Suffolk Signs of Safety and Wellbeing principles, disciplines and tools
  • a desire to work with young people and their children to support them to make positive changes in their lives.

The team

Suffolk’s Health and Children’s Centres provide services for both prospective and existing parents/carers, children and young people, focusing on the earliest point of intervention to enable the best outcomes for children. Supporting the delivery of the Healthy Child programme, a prevention and early intervention public health programme that lies at the heart of the universal service for children and families and aims to improve health outcomes and ensure those at risk are identified at the earliest opportunity.

The ethos of Family Nurse Partnership and building on the evidence from Family Nurse Partnership will be embedded into the Young Parents Pathway which includes: specific training for Young Parents practitioners, additional visits to support the development of a therapeutic relationship between the young parent and practitioner; a strengths based approach utilising communications skills to motivate and empower clients to make positive steps towards behaviour change; targeted work to support a positive attachment relationship and regular assessment of the infant’s development.

Public Health England have widely reported that over the last 15 years, the under-18 conception rate has more than halved, to the lowest level since 1969. Despite the significant reduction, further progress is needed to sustain the achievements, narrow the variation in rates between, and within local areas, and improve the outcomes for young parents and their children. Like all parents, teenage mothers and young fathers want to do the best for their children and some manage very well; but for many their health, education and economic outcomes remain disproportionately poor which affects the life chances for them and the next generation of children.

Suffolk have trialled an augmented service to support young parents within the 0-19 Health and Children Centre service giving you the opportunity to be part of a team in a unique developing role that supports further communication skills, understanding of baby and teenage brain development, a deeper understanding of the impact of adverse childhood experience and trauma informed practice.

Travelling requirements for your role

This organisation positively encourages the use of technology to communicate and engage, but in this role, you will need to operate across a wide and rural area, so you must either hold a full and current driving licence and have access to personal transport or meet the mobility requirements of the role through other reasonable and suitable means.
