The Contract and Supply Specialist will work within the Procurement Team to deliver the resources required by the authority for its ambitious programmes of work. East Suffolk Council has committed to invest in local infrastructure, local people and the local economy and procurement has a big part to play in realising this.
There are a wide range of activities and services the council delivers – it’s not just about bin collections, for example you might be finding architects and designers for a major development project along Felixstowe seafront, looking at cutting edge software to improve our interactions with tenants, setting up agreements to reduce homelessness in Lowestoft or creating services to help sectors of the community back into work or full time education to realise their potential.
What ever the project you will be a key part of delivering vital services to those who need them most in more effective and efficient ways. This requires some unconventional thinking and problem solving to come up with ways of getting the most out of the funding we have available, deliver social value to the community, improve sustainability and engage with national and local markets to get the best results and ensure all are given an equitable chance to get involved.
You will also need to ensure that the procurements meet the UK regulations for public sector bodies as well as our own internal processes, which can be seen as a blocker to innovation and dynamic thinking.

Being familiar with procurement practices and public sector authorities would obviously be advantageous, but it is not mandatory. Most importantly we need some one who can create new ways of doing things, lead change, convince people of their cause, be empathic to the needs of others -but assertive enough to hold the required line, and push the limits of any relevant legislation, whilst remaining inside the boundaries.
